Dieter Daniels organized a symposium on intermedial art in East and West Germany on March 13-14, 1990 at the Hochschule für Grafik und Buchkunst (College of Graphic and Book Art) in Leipzig. The artist Ingo Günther took this symposium as the occasion to develop the concept for an autonomous television broadcasting station for the citizens' movement 'Neues Forum' (New Forum). This movement had won a victory that, with the fall of the Berlin Wall and the resignation of the government, signalled the beginning of the end of communist East Germany. But the 'Neues Forum' lacked all access to the mass media for the country's upcoming first free elections.
